जानकारी गराइन्छ means people are informed: it ends a notice with the facts first.
How It Works
जानकारी means information. गराइन्छ is a passive form of making something happen, so the whole phrase means information is given. It is the standard ending for notices from schools, offices and local governments.

The news is a complete clause. Its verb ends in -ने or -एको, followed by a reason word or the fact itself: बिजुली बन्द हुने भएकाले, परीक्षा सोमबार सारिएको.
The speaker is not named, and the passive makes the notice sound like it comes from the office. In speech, use सूचना दिनु or भन्नु instead.
You may see जानकारी गराउँछु in a letter from one person. In a public notice, the passive जानकारी गराइन्छ is the form to expect.

Customers are informed that the electricity will be cut off.
-ने भएकाले gives the reason for the notice.
