It comes before छ and asks for a description: आजको मौसम कस्तो छ? (how is the weather today?). The answer is an adjective: आज मौसम राम्रो छ.

With a person, तपाईंलाई कस्तो छ? asks how someone is feeling or doing, as in how are you. The answer can be ठीक छ, or राम्रो छ.
