რატომ can stand alone as a one-word question: რატომ?
In a negative question, არ or ვერ stands between რატომ and the verb: რატომ არ ჭამ? (Why aren't you eating?), რატომ ვერ მოდიხარ? (Why can't you come?)
The usual answer starts with იმიტომ, რომ (because) or uses რადგან (since). You will learn both at Level 3. Until then, a short answer is fine: მიყვარს! (I love it!)
When you say the subject, it comes before რატომ: შენ რატომ სწავლობ ქართულს?
