ไม่ว่า ... ก็ presents a statement as holding regardless of what, who, where, or how. The speaker’s stance does not guarantee that a promised result will happen.
How It Works
1. The Possibilities
ไม่ว่าอะไรจะเกิดขึ้น covers whatever happens. ไม่ว่าเธอจะไปที่ไหน covers wherever the listener goes. ไม่ว่าเขาจะพูดยังไง covers the manner or wording of his speech. ไม่ว่าจะยากแค่ไหน covers the degree of difficulty.
2. The Continuing Statement
ผมก็จะอยู่ข้างคุณ is the speaker’s promise to stay by the listener’s side. ฉันก็จะตามไป promises to follow. ฉันก็ไม่เชื่อ rejects belief, and เขาก็ไม่เคยท้อแท้ says he has never been discouraged. The statements are presented as holding across the stated possibilities; the construction does not independently verify those promises or claims.
3. Read The Complete Pattern
The four stored examples contain จะ in the first part and ก็ in the next statement. The primary dictionary defines ไม่ว่า as “no matter” or “regardless” and gives complete examples both with and without a following ก็. Therefore, the first practice task teaches its displayed ไม่ว่า ... ก็ wording; it cannot support a rule that omitting ก็ always makes a sentence ungrammatical.
4. The Rain Task
The selected sentence ถึงแม้ว่าฝนตก ฉันก็ไปทำงาน expresses the requested even-though statement. The shorter ไม่ว่าฝนตก does not reproduce that target. Learn this whole contrast without assigning a universal known-fact-versus-hypothetical division to every concessive expression.
5. Compare Conditions
ถ้า ... ก็ presents a condition and result. In the stored ไม่ว่า examples, the speaker presents the continuing statement across the alternatives. Read the complete condition or range of possibilities before deciding what is claimed.

แค่ไหน asks about degree in this construction. ไม่เคยท้อแท้ says he has never been discouraged; it does not literally state giving up an action.

ไม่ว่าเขาจะไปที่ไหน ฉันจะตามไปไม่ว่าเขาจะไปที่ไหน ฉันก็จะตามไปThe requested construction is ไม่ว่าเขาจะไปที่ไหน ฉันก็จะตามไป. Omitting ก็ does not reproduce this displayed pattern. This task does not classify every contextual utterance without ก็ as ungrammatical.
Use ถึงแม้ว่า For This Even-Though Sentence
ไม่ว่าฝนตก ฉันก็ไปทำงานถึงแม้ว่าฝนตก ฉันก็ไปทำงานThe task asks for an even-though statement about rain: ถึงแม้ว่าฝนตก ฉันก็ไปทำงาน. ไม่ว่าฝนตก does not reproduce that complete target. The distinction is between the requested utterances, not a universal ban on hypothetical ถึงแม้ว่า.
