The word order is free: მიყვარს თბილისი and თბილისი მიყვარს both mean I love Tbilisi.
When the one who loves is a name or a noun, it takes -ს: ნინოს მუსიკა უყვარს. Without the -ს, ნინო would be the one who is loved.
For milder feelings, such as liking a film, use მომწონს (I like). To say I love you, Georgian has a special form, მიყვარხარ, which you will learn at Level 3.
