علاوه بر این starts a new point, and a comma follows it.
How It Works
Formal writing links facts with small phrases. Each phrase adds a point to what came before.

علاوه بر این starts a new sentence or follows ؛. A comma comes after it.
Before a whole clause, add اینکه: علاوه بر اینکه باران می‌بارد، هوا هم سرد است. (In addition to raining, the weather is cold.)
همچنین cannot mean "still". همچنان means "also" when it opens an added point, with a comma after it, and "still" before a verb that goes on, such as ادامه دارد. Afghan news writing uses همچنان for "also" all the time.
The word هم follows the added item, as in تاریخ کهن هم دارد and هوا هم سرد است. It means "also", and it works well with علاوه بر این.

In addition to the class teacher, two guest teachers also spoke at the meeting.
علاوه بر takes a noun, معلم صنف, directly.
- باران در کابل همچنان ادامه دارد.
The rain in Kabul is still going on.
Before ادامه دارد, همچنان means "still".
- این مکتب صنف‌های خوبی دارد؛ همچنان، کتابخانهٔ بزرگی هم دارد.
This school has good classrooms; it also has a big library.
همچنان opens the second point and means "also".
Common Mistakes
Leaving out اینکه before a whole clause.
علاوه بر او آمد، دوستش هم آمد.علاوه بر اینکه او آمد، دوستش هم آمد.Before a clause with its own verb, علاوه بر needs اینکه.
