کی is the short form, and it also means who.
How It Works
Both words ask about time, and the answer is a time word.

| کی می‌روید؟ | شنبه می‌رویم. | When are you going? On Saturday. |
| امتحان چه وقت است؟ | روز دوشنبه است. | When is the exam? On Monday. |
کی sounds like kay when it means when and like kī when it means who. The rest of the sentence settles it. In کی می‌روید؟ the ending ـید already names the people who go, so کی can only mean when.
Both words work with the past too: چه وقت آمدی؟ means when did you come? A clock time can answer: ساعت پنج بجه.
To ask the time on the clock, do not use چه وقت. Say ساعت چند است؟
