Myndighetsspråk
Understand traditional official wording, but write clearly for the reader. Technical precision and ordinary verbs can work together.
How It Works
Myndighetsspråk is a highly formal register of written Swedish used in legal documents, government reports, and official communication from public authorities (myndigheter). Its style has been shaped by a need for legal precision and objectivity. Understanding its features is crucial for anyone dealing with Swedish bureaucracy or working in the public sector.
Traditional Features You May Encounter:
- Nominalstil (Nominal Style): This is a feature of traditional dense administrative prose. It involves using nouns to express actions and processes where everyday language would use verbs. For example, instead of "att ansöka" (to apply), one might see "göra en ansökan" (make an application). This can make the text denser and more abstract. See nominal style.
- Passiv form (Passive Voice): The s-passive and bli-passive can foreground a decision or process. The focus is on the action, not the agent performing it. For example, "Beslutet fattades..." (The decision was made...) rather than "Vi fattade beslutet..." (We made the decision...).
- Formellt ordförråd (Formal Vocabulary): Myndighetsspråk uses words that are rare in spoken language. Examples include: erhålla (to receive, instead of få), åligga (to be incumbent upon), vederbörande (the person concerned), föranstalta om (to arrange for).
- Komplexa meningar (Complex Sentences): Older or dense documents may have long sentences with multiple subordinate clauses. Clear modern official writing keeps sentence structure manageable.
- Styckeinledare och formella fraser (Connectives and Formal Phrases): Specific phrases are used to structure the text, such as i enlighet med (in accordance with), med anledning av (with reference to), med avseende på (with regard to).
Klarspråk (plain language) is a central modern standard for public communication. Prefer familiar wording where it preserves precision, show who must do what, and explain necessary specialist terms. Passive voice remains useful when the action or recipient is the focus; it is not proof that a text is objective.
Examples (4)
- Beslut i ärendet kommer att meddelas efter att fullständig ansökan inkommit.
A decision in the matter will be announced after a complete application has been received.
Word by Word: Decision in the-matter will to be-announced after that complete application has-arrived.
Meddelas is passive; ansökan names the application. In efter att fullständig ansökan inkommit, har is omitted, a possible subordinate-clause construction. A clearer reader-oriented version is Vi meddelar vårt beslut när vi har fått din kompletta ansökan.
- Det åligger sökanden att tillse att samtliga erforderliga handlingar bifogas.
It is the duty of the applicant to ensure that all required documents are attached.
Word by Word: It is-incumbent-upon the-applicant to ensure that all required documents are-attached.
This sentence uses formal vocabulary like "åligger" (is the duty of), "tillse" (ensure), "samtliga" (all), and "erforderliga" (required). A plain language version could be: "Du som söker måste se till att alla dokument som behövs finns med."
- Ersättning utbetalas i enlighet med gällande regelverk.
Compensation is paid out in accordance with current regulations.
Word by Word: Compensation is-paid-out in accordance with current regulatory-framework.
Here, the s-passive "utbetalas" is used, along with the formal phrase "i enlighet med". This is a very typical construction in official texts.
- Med anledning av er skrivelse av den 15 maj vill vi härmed informera om följande.
With reference to your letter of May 15th, we hereby wish to inform you of the following.
Word by Word: With reason of your letter of the 15 May, want we hereby inform about the-following.
This shows a standard formal opening. "Med anledning av" and "härmed" are classic markers of administrative language.
Common Mistakes
Choosing unnecessarily bureaucratic wording for an ordinary request.
Jag önskar härmed erhålla en kopp kaffe.Skulle jag kunna få en kopp kaffe, tack? The first sentence is grammatical but conspicuously formal for ordering coffee. The alternative is a more usual polite request; this is a register choice, not a ban on formal words in conversation.
How It Connects
Learn This First
Administrative Swedish (Myndighetsspråk) is a high-level register used by government agencies. To learn it, a learner must be proficient in impersonal constructions like the s-passive, understand how to use nominal style (turning actions into nouns), and be familiar with the conventions of formal written Swedish.
Related Patterns
- Nominal vs verbal style
Nominalizations can condense information, but excessive noun chains make official writing harder to read. Recognize them and prefer a clear verb when it conveys the same meaning.
Level 5 - -s (passiv)-s Passive Voice
The s-passive can foreground the process or recipient: Ansökan beviljas. An agent can still be stated with av; passive grammar does not inherently guarantee objectivity.
Level 3 - bli + Past ParticipleBecome Passive
Similar to the s-passive, the bli-passive is also very common in this register to emphasize the action or result rather than the doer. For example, "Dokumentet blev skickat igår" (The document was sent yesterday).
Level 3 - Juridisk svenska
Legal Swedish (juridisk svenska) is a closely related register. The two overlap where administrative work concerns legal requirements. Older legal Swedish can be complex and bound by tradition.
Level 6 - Register differences
Administrative Swedish occurs in written decisions and in spoken public-service communication. Klarspråk applies to both; dense bureaucratic syntax is not an obligatory feature.
