Dense Noun Phrases
Formal prose often turns actions into nouns and combines several noun phrases. A finite clause can make the participants, time and responsibility easier to follow.
How It Works
Start with the main action noun, then identify its complements: odgoda početka radova means postponement of the start of the works. The chain does not itself say who postponed them or exactly when.
A finite alternative supplies a conjugated verb: Radovi će početi kasnije. If responsibility matters, add the actor: Izvođač je odgodio početak radova. These versions emphasize different information, so a rewrite must preserve the intended message.
Nominal style is useful in headings, reports and when an event itself is the topic. It is not inherently ungrammatical. Choose the form that makes the relevant relationship clear, and do not invent an agent that the original deliberately leaves unspecified.
