Hisoblanadi is a formal way to say is or is considered: Toshkent Oʻzbekistonning poytaxti hisoblanadi (Tashkent is the capital of Uzbekistan).
How It Works
Hisoblamoq means to count or to consider. Its passive is hisoblanmoq, with -n because the stem ends in -la. In the present-future tense, it becomes hisoblanadi.
The pattern. The subject and the noun after it both stay in their basic form: Toshkent poytaxt hisoblanadi (Tashkent is the capital). In everyday speech, the same fact needs no verb at all: Toshkent — poytaxt (see third person takes no ending).
Other forms.

- hisoblangan (was considered, has been considered)
- hisoblanardi (used to be considered)
Is calculated. It can also keep its literal meaning: Ish haqi soat boʻyicha hisoblanadi (Pay is calculated by the hour).
Active form. To say that you consider something to be so, use the active verb with deb: Men uni doʻstim deb hisoblayman (I consider him my friend).
Register. Sanaladi is a close synonym. In conversation, hisoblanadi can sound stiff, so save it for writing and formal speech.

Putting the subject in -ni.

Using the active verb hisoblaydi (meant: Tashkent is considered the capital).
