Use паводле + genitive for a source: Паводле прагнозу, заўтра будзе дождж. (According to the forecast, it will rain tomorrow.) Use згодна з + instrumental for a rule: згодна з законам (in accordance with the law).
How It Works
Паводле + genitive has two main uses.
- A source of information: паводле прагнозу (according to the forecast), паводле слоў сведкі (according to the witness), паводле апытання (according to a survey). At the start of a sentence, this source is usually set off with a comma: Паводле прагнозу, заўтра будзе дождж.
- A basis or model: фільм паводле рамана (a film based on a novel), паводле рэцэпта (following a recipe).
With a person, паводле usually names their words: паводле слоў сястры (according to my sister). With an author, the name alone is also fine: паводле Якуба Коласа (according to Yakub Kolas). For someone's opinion, use на думку: на думку сястры (in my sister's opinion).
Згодна з + instrumental means in accordance with. It goes with rules, documents and plans that someone follows: згодна з законам (in accordance with the law), згодна з раскладам (according to the timetable), згодна з дамовай (under the contract).
Згодна can also take the dative without з, as in згодна загаду (by order) or згодна плану (according to plan). That form is correct too; this entry practises згодна з + instrumental.
Do not confuse the preposition with the adjective згодны (agreeing): Я згодна з табой. is a woman saying I agree with you.

- Цягнік адышоў згодна з раскладам.
The train left on schedule.

- Паводле апытання, большасць жыхароў задаволена.
According to the survey, most residents are satisfied.

Common Mistakes
Leaving the noun after паводле in the nominative.
Паводле прагноз, заўтра будзе дождж.Паводле прагнозу, заўтра будзе дождж.Паводле always takes the genitive: прагнозу, слоў, апытання.
Using the wrong case after згодна з.
Усе рашэнні прымаюцца згодна з закону.Усе рашэнні прымаюцца згодна з законам.After з in this phrase the noun is instrumental: законам, раскладам, дамовай. Закону is the dative, which is correct only without з: згодна закону.
