Hungarian ő and ű are the long forms of ö and ü. The mark on top is a double acute, and the characters are U+0151 and U+0171. A tilde (õ) or a circumflex (û) looks close, but those are different letters, and Hungarian doesn't use them.
| Letter | Sounds like | Example |
|---|---|---|
| ő | ö held longer, the vowel in German schön | őt (him or her), idő (time) |
| ű | ü held longer, like German ü | tűz (fire), fűt (heats) |
The length matters. Öt is five and őt is him or her, and the whole difference is the length and the mark. means he or she is a doctor.
- ődouble acuteU+0151õtildeU+00F5ötwo dotsU+00F6The double acute is two slanted strokes, both leaning the same way. Õ has a wavy tilde, and ö has two dots.
- űdouble acuteU+0171ûcircumflexU+00FBütwo dotsU+00FCÛ has a roof-shaped circumflex. Hungarian uses ű for the long sound and ü for the short one.
- ŐcapitalU+0150ŰcapitalU+0170The capitals are U+0150 and U+0170, as in Őrség (a region) and Űr (space).
The wrong forms come from an old character set, ISO 8859-1, where the tilde and circumflex letters sat in the same places that Hungarian text needs for ő and ű. The newer set, ISO 8859-2, puts the double acute letters there. Unicode has both, so copy the right one from here.

No. They are two letters, and ő is held longer. In a word list, ő is filed with ö, but in speech and spelling they are different.
