ہ is the usual h letter. ھ works with the consonant before it: پ and پھ, or ب and بھ. Keep each pair together. The extra breath belongs to that consonant, not to a new syllable. Voiced pairs such as بھ have a breathy voice. خ and کھ are different: rough kh versus k with a puff of air.
