A chopstick stands above the letter. This is the first tone mark.

This is ่, the chopstick. Picture poking it straight down. When a word has a tone mark, use the mark instead of the live and dead rules.

On mountain rock and city pavement, the chopstick can't go in, so it stays down, and the voice is low. In soft beach sand, it slides down, so the voice is falling.
